Summary of the House Committee Version of the Bill

HCS SB 993 -- FIRE PROTECTION; ST. LOUIS POLICE

SPONSOR:  Rohrbach

COMMITTEE ACTION:  Voted "do pass" by the Committee on Local
Government and Related Matters by a vote of 10 to 2.

This substitute requires all existing high-rise buildings to be
protected by a sprinkler system before January 1, 2015.  The
State Fire Marshal is authorized to develop rules necessary to
accomplish this.  Persons in violation of this law are guilty of
a class B misdemeanor.

The substitute also changes the qualifications of candidates for
fire protection district directors in third and fourth
classification counties.  A candidate must reside in the district
for two years before election or appointment.  Currently, the
candidate must reside in the county in which the district is
located for two years.  A candidate for director in a newly
formed district must reside in the district for one year before
the election or appointment.

The substitute also prohibits the City of St. Louis from
requiring peace officers to reside within the city as a condition
of employment.

FISCAL NOTE:  Not available at time of printing.

PROPONENTS:  Supporters say that fire board directors should live
in the fire district.

Testifying for the bill were Senator Rohrbach; and Fire Service
Alliance.

OPPONENTS:  There was no opposition voiced to the committee.
